The Former President's Woke Warning Misses Europe's True Danger: Technological Decline.

Donald Trump's security policy document presents a misguided assessment of Europe. The document asserts that unrestrained immigration and so-called "progressive" policies pose an existential threat to European civilization. Yet, this argument rests on a serious misreading of the reality. The true challenge confronting the EU is not cultural but economic and technological backwardness.

The Stark Economic Divide Between Europe and the US

Statistics reveal a sobering contrast. Between 2008 and 2023, US GDP surged by eighty-seven percent, compared to a mere 13.5% increase for the European Union. During this period, EU GDP per capita fell from over three-quarters to just 50% of the American figure. Strikingly, even Mississippi now boasts a greater average income than major EU nations like France and Italy.

Currently, about half of the global 50 largest technology firms are American, while a mere four are European.

The Innovation Shortfall: The Core Problem

This widening disparity stems from superior productivity growth in the US, largely due to breakthroughs and higher total factor productivity. The landscape of global tech dominance is overwhelmingly American. Over the past five decades, hundreds of American startups have grown into enterprises valued at more than ten billion dollars, versus only fourteen in the European continent.

This disparity raises a pressing issue: As the competition for tomorrow's sectors like semiconductors, AI, and quantum computing, what is the EU stand? Most analysts concede it is essentially a two-horse race between the US and China, with European nations starting at a significant handicap.

Root Causes of Europe's Technological Lag

Several major reasons account for this innovation chasm.

  • Venture Capital: The United States has a much more robust and agile network for funding startups. The EU has yet to establish a true capital markets union, a factor that caps the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hinder European business. A American entrepreneur can introduce a service under a single regulatory framework to access a market of over 330 million. The EU, despite a larger population size, is divided among 27 different national systems, creating huge internal barriers.
  • Mindset Differences: Views on risk-taking vary greatly. In parts of Europe, business failure was once viewed with stigma, whereas in the US, it is often seen as a badge of experience.
  • Defense Spending: The US benefits from a tightly woven academic-military-industrial complex. The continent's long-term lack of spending in military capabilities has weakened its ability in pioneering research.

A Path Forward: Grounds for Hopefulness

Despite these hurdles, there are causes for hope. European leaders are increasingly aware of the existential challenge and have started to advance serious reform. Notable reports on European competitiveness and the internal market highlight the need for sweeping reforms.

With the right incentives and rule changes, these assets might enable much higher levels of business-led breakthroughs.

Europe still possesses considerable strengths: high-quality workforce, top-tier schools and universities, and world-class labs. Coupled with a vast domestic consumer base and substantial household savings, these foundations could unleash a surge of investment and entrepreneurship.

Crucially, even if Europe does not take the lead in developing next-generation tech, it can still dramatically boost economic output by implementing and tailoring innovations from other regions.

A Critical Juncture

Europe now faces a critical moment. As the saying goes, decline often happens "gradually and then suddenly". So far, Europe's technological decline has been gradual. But, if it fails to take decisive action to address its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible loss of global economic relevance.
